Just did more research and found that if either a Task Manager window is open or if CCleaner window is open CCleaner will work as expected consistently. Actually when windows was reloaded it did not have an AV and CCleaner was not doing its thing. The only program I have had any sort of a problem with is CCleaner.NOTHING ELSE gives an issue.
